(1) The Government of Nepal may appoint or nominate any person to perform the duties of the registrar prescribed in accordance with this Act and the rules made under this Act and may assign any other person to perform all the duties performed by him in his absence.

(2) The registrar appointed in accordance with sub-section (1) or the person appointed in his absence shall act as the secretary of the council and also of the committee in accordance with section 11 and that person shall have the right to participate in the discussion in the meeting of the committee or the council but shall not be entitled to vote. (3) If the registrar appointed under sub-section (1) is to be dismissed or suspended or punished in any other way, he shall do so in accordance with the rules made under this Act.

(4) The Council shall approve the Government of Nepal. (5) All officers and employees appointed under sub-section (4) shall be under the control and supervision of the Registrar.
